How to make an app executable on any PC

I'm fairly new to coding anything windows based, but I have just created a pretty simple C++ app using Visual Studio 2015 and I would like to be able to execute it on any PC.

I've looked into creating an installer, that didn't work very well. I'm trying to understand what Mage.exe is, but not sure it's what I'm looking for. I'm thinking maybe ClickOnce is an option, but then again, I don't really know what I'm doing.

Could you help me/guide me to ensuring my program is executable on any PC?
